Requesting Review of Activities Affecting Public Order and Community Safety

Dear Sir or Madam:

Preamble:

As the Vietnamese American community across the United States continues to grow and meaningfully contribute to the social and civic fabric of the United States, we are deeply concerned about recent developments that threaten community harmony, safety, and stability. In the spirit of civic responsibility and respect for the rule of law, we respectfully submit this petition requesting a federal review of activities that may disrupt public order or negatively impact our community.

1/ Petition Statement:

Our community has observed behaviors that may include harassment, disruption, incitement, or other activities potentially inconsistent with U.S. law. These developments raise serious concerns, as they may directly impact public safety, community security, and social order. Certain individuals—such as Solomon Nguyen (aka Lap Ngoc Nguyen) and Hung Phuong Nguyen—have used YouTube channels such as USA360 (Brain Linh Hoang Vu, YouTuber) and PhoBolsaTV (Lan Hoang Vu, YouTuber) to engage in actions that create division, incite conflict, harass, and insult community members, or otherwise promote activities aligned with the Communist Party of Vietnam that could potentially violate U.S. law. These incidents have negatively impacted the security, stability, and well-being of the Vietnamese American community.

Legal Basis for Review:

• The Immigration and Nationality Act (INA), authorizing DHS and ICE to review matters involving possible immigration violations.
• 8 U.S.C. §1226 and §1375, granting federal agencies authority to investigate individuals suspected of conduct inconsistent with legal requirements.
• Federal statutes addressing harassment, threats, interstate communications, or actions disturbing public order.

We emphasize that we are not making accusations of guilt, but respectfully requesting a lawful and impartial review in the interest of community safety.

2/ Community Request:

We respectfully request that federal authorities:

• Conduct a review and investigation into activities that may threaten public safety or significantly disturb public order.
• Assess any relevant legal or immigration status of individuals should evidence indicate potential violations of U.S. law.
• Take appropriate actions in accordance with federal law and regulations, ensuring fairness and due process.

3/ Community Commitment:

We commit to providing information or evidence upon request, cooperating with lawful investigations, and upholding Constitutional rights while respecting human rights and due process as guaranteed under U.S. law.
